Open Question: How can he stop child support?

I have a messed up situation I'm trying to figure out for my brother. He has 2 kids by 2 different women. There's never been a parental test but there's no reason for doubt either. He lives in Oregon, the youngest child and it's mom lives in Washington. The mom came to him when he was working to tell him that she was prego and to ask him to marry him he said he would talk to her after work and that he wasn't interested in getting married. She then left his work never to be heard from again (although he and I have tried and tried to contact her) until four years ago when the stat of Washington started demanding Child Support from him. The first kid and mom lives in South Dakota and hounds him about once to every other year. She sends pictures and rags on him about not being a father. However she won't let him even meet the kid. She got prego asked him to marry her while he was seeing a shrink and on lithium. So he said no because he feared he wasn't even going to be around for long and because she was a party fling. If he works a job he gets a little over half of his paycheck taken away and he can't make the bills. He's in the process of getting SSD for his mental ills but without any money or health insurance it's taking a long time and even when it does go through there might be a chance that he still gets nothing due to the child support. The moms are uncommunicative and fled the state before he could do anything about it and now his life is a complete wreck. He was under the impression that both girls were on the pill and clean. Clean they were but no forms of B.C. So after all these years and hard times is there anyway that he can make the child support end? The thing is he can't get a job or drive because of his illness, He has to live with friends and family because he has no money. And he can't see the doctor because he has no money and is and adult male. Yes these were mistakes but with his mental illness there was no way for him to make a correct decision at the time and now his life is entirely screwed. He'd love to win the lotto and pay it all off but that's not going to happen So otherwise he's stuck living off of other people for the rest of his life or until his estranged kids are grown?
